M1E: Europe’s "Kei Car" Moment or a Protectionist Gamble?

For years, European cities have been losing the battle against "SUV-ification" — the trend of cars getting heavier, wider, and taller. On December 16, 2025, the European Commission officially blinked, rolling back the 100% combustion engine ban for 2035 and replacing it with a more "pragmatic" Automotive Package.

At the heart of this package is the M1E category. But is it a positive step toward greener cities, or a negative sign of a struggling industry? To understand its impact, we have to look at the "two birds, one stone" strategy driving it.

• M1E is a new EU category for small fully electric cars under 4.2 m.

• The policy aims to shield Europe from cheap Chinese EV imports.

• Cars like the Renault 5 and Citroën ë-C3 already fit the size limits.

• The idea is inspired by Japan’s Kei cars, which dominate small-car sales.

M1E is a brand-new subcategory of the standard "M1" passenger car class. Think of it as the "E" for "Efficient", "Electric", and, most importantly, "European". To fit into this new sub-category of the M1 passenger class, a car must meet strict physical and technical criteria:

• Maximum length: 4.2 metres (13.7 ft).

• Powertrain: Must be fully electric (BEV).

• Safety: Unlike lighter "quadricycles" (L7e), M1E cars must still meet standard M1 safety regulations (Euro 7 and General Safety Regulations), though there are talks of "frozen" or simplified type-approval to lower R&D costs.

Initially, there was a push for a completely new "M0" category. The idea behind M0 was to create a "middle ground" between a motorcycle/quadricycle (L7e) and a regular passenger car (M1). The M0 vision focused on ultra-light vehicles with lower safety requirements and extremely low costs. However, safety advocates and major OEMs worried that M0 would create a "two-tier safety system" on European roads.

The compromise was M1E. This means keeping the high safety standards of a "real" car while shrinking the dimensions and adding massive financial "super-credits" to make the economics work for European factories.

The M1E category isn't just about environmentalism. It’s a calculated industrial chess move designed to achieve two things at once:

• Encourage e-mobility: By creating a specific class for small, affordable electric vehicles, the EU aims to make zero-emission driving accessible to the masses, not just those who can afford a €50,000 Tesla.

• Lower the competition: This is the "hidden" bird. By tying incentives strictly to European production, the EU is building a regulatory wall against the influx of ultra-cheap Chinese EVs that currently dominate the small-car segment.

One of the most controversial aspects of the M1E proposal is its regional exclusivity. The European Commission has introduced "Super Credits" as the primary carrot for manufacturers.

For every M1E car sold, manufacturers receive 1.3 credits toward their fleet CO₂ targets (instead of the standard 1.0).  These super-credits are specifically reserved for vehicles produced within the European Union. Commission documents (SWD/2025/1056) and the December 2025 Automotive Omnibus specify that these incentives are designed to "benefit European manufacturers" and "ensure local production." This effectively excludes Chinese-built models like the Dacia Spring or Leapmotor T03 from receiving the same regulatory "boost", even if they meet the size requirements.

Several compact EVs already meet the proposed size and positioning criteria for this new vehicle category. These models are typically under about 4 metres long and designed primarily for urban mobility. 

Examples:

• Renault 5 E-Tech - 3.92m

• VW ID. Polo (ID.2) - 4.05m

• Citroën ë-C3 - 4.01m

Perhaps the most interesting "negative" angle of the M1E policy is its effect on the Dacia Spring. Despite being one of Europe’s most affordable and popular small EVs, it is currently manufactured in China. Under the M1E rules, it would be excluded from the 1.3 Super Credit multiplier. This creates a fascinating tension: the EU is effectively penalising one of its own brands (Renault Group owns Dacia) to force production back onto European soil.

The Hyundai Inster is the ultimate litmus test for the M1E category. Physically, it’s a perfect fit since the Inster is a clever, compact EV that serves as a benchmark for entry-level demand. But politically, it’s a "troublemaker" because it currently rolls off a production line in South Korea. To unlock the 1.3x "Super Credit" multiplier, Hyundai faces a high-stakes choice: keep importing from Korea or move production to its massive hubs in the Czech Republic or Turkey.

While Germany and France are the political drivers, the real winners of the M1E category are Slovakia and Spain. These countries have become the "small car hubs" of Europe. The ë-C3 (built in Trnava) and the upcoming VW ID.2 family (built in Martorell) are perfectly positioned to flood the market with M1E-compliant vehicles, securing thousands of local jobs that were threatened by the "SUV-only" trend.

The European Commission formally presented the "Automotive Omnibus" (which contains the M1E rules) on December 16, 2025. The European Parliament and the Council are currently debating the final text. Formal approval is expected by mid-2026. Once signed, the rules will likely take effect in early 2027.

Manufacturers are already designing cars based on the draft requirements because the Commission has promised a "10-year regulatory freeze" to ensure that once a car is M1E-certified, the rules won't change on them.

The EU is creating M1E cars now because Europe’s small-car market is collapsing. Rising safety and emissions costs pushed car manufacturers to abandon affordable models, while cheap Chinese EVs entered the segment. 

Over the last decade, Europe’s most iconic small cars, like the Ford Fiesta, VW Up!, and Renault Twingo, were quietly discontinued. Why? Because the cost of making small cars comply with complex safety and emissions rules became so high that manufacturers could only make a profit on massive, heavy SUVs. M1E is the "CPR" intended to bring the small car market back to life.

In addition, while European brands were busy upselling SUVs, Chinese manufacturers flooded the market with affordable, entry-level EVs. The EU realised that if they didn't create a "protected" space for local small cars, they would lose the entire entry-level market to foreign competitors forever.

The M1E category is heavily inspired by Japan’s Kei car (Keijidōsha) system. Created in 1949 to get Japan moving post-war, Kei cars are restricted by size (3.4m) and engine power. In exchange, owners get massive tax breaks, lower insurance, and, crucially, in many cities, they are exempt from the requirement to prove they have a dedicated parking space.

Today, Kei cars make up over one-third of all new car sales in Japan. They have kept the Japanese car industry unique and shielded it from foreign competition for decades, as global manufacturers found it too expensive to build cars for such a specific, small-scale niche.

While the "Super Credits" help the big car companies avoid fines, the M1E category offers several tangible perks for the person behind the wheel. Once this category is formally approved in 2026, it opens the door for:

• Targeted subsidies: Many EU countries (like Germany and Italy) are already moving toward income-based EV subsidies. M1E gives governments a standard way to say, "You get a €4,000 subsidy, but only if you buy a compact M1E vehicle."

• Urban perks similar to Japan’s Kei cars: Just as Japan gives parking breaks to Kei cars, European cities can now use the M1E label to offer, for instance, discounted or even free parking. 

• Lower insurance and taxes: Because M1E cars are capped at a certain size and are inherently safer than "quadricycles" (like the Citroën Ami), insurance companies are expected to offer lower premiums compared to heavy, high-performance EVs.

The M1E category could reshape Europe’s small-car market, but its success depends on whether its benefits outweigh its risks.

Ultimately, M1E is both a climate policy and an economic strategy. Whether it becomes Europe’s version of Japan’s highly successful Kei car system or an expensive regulatory experiment will depend on how the final rules are implemented after approval.
